ELECTIONS ARE NEAR!

The President Elect shall perform the duties of the President in the event he or she is absent or unable to perform his or her duties. The President Elect shall also serve as ex officio member of all committees. The President Elect shall automatically become President at the annual meeting following the year of his/her election.

The Recording Secretary shall keep a complete record  of all proceedings and correspondence of the HLA; shall take and keep the minutes of meetings of the HLA; shall maintain the official Membership List of the HLA; shall maintain a file with all reports of the HLA; shall serve as ex-officio member of the Constitution and Bylaws Committee and the Membership Committee; and shall perform all other duties usually appertaining to the office of Secretary.edural rules.

The Corresponding Secretary shall be responsible for maintaining the post office box of the HLA and routing all incoming correspondence to the proper officers of the HLA; sending notices of meetings and events by mail and/or the listserve to members of the HLA or Board. Such notice should be made at least one week before the meeting and/or event date. The Corresponding Secretary shall be the owner and facilitator of the HLA Listserve and the HLA Board Listserve with the responsibility of adding new members, and moderating messages sent to the list serve.

The Treasurer shall keep the books and accounts of HLA; shall make such books and records of the HLA available for examination and audit by independent consultants; shall receive and supervise the safekeeping and expenditure of funds and investments of the HLA; shall make payments only for bills properly approved by the President or the Board; shall report on the financial condition of HLA at all meetings of the Board and at other times when called upon by the President; shall ensure that annual tax reports, and any other documents required by law, are completed and filed timely; and shall perform any other duties assigned to this office, giving bond, if required by the Board. All checks shall require the signature of the President and the Treasurer. In the absence or incapacity of the Treasurer, his or her power to sign checks may be delegated by the Board. The Treasurer shall serve as the ex officio member of the Finance and Fundraising Committee.

The Parliamentarian shall serve in an advisory capacity to HLA's President and members at all meetings of the HLA to ensure that the conduct of the meetings is governed by the latest edition of ROBERT’S RULES OF ORDER, where such rules are not inconsistent with the By-Laws or special rules of HLA. However, the Board, by majority vote, may suspend the use of such procedural rules.

Three Directors shall be elected each year by the Members to allow for two staggered terms of Directors (for a total of six Directors who serve each year).
